Usher 9930-20 1-1/8" Textile Dome Tweeter on Clearance

How good is this tweeter compared to the RS28A and RS28F, given that they are very similar tweeters? It's on clearance for 28$.

It's a decent tweeter, but I prefer the 9950.

I'd buy a pair of the 9950s as a possible RS28A replacement, but I imagine the 9950s will disappear shortly too.
